With the consent of the State Council, the "Implementation Plan" is hereby printed and distributed to you. Please earnestly implement it in light of the actual situation.
Deepening the integration of industry and education and promoting the organic connection between the education chain, talent chain, industrial chain, and innovation chain are strategic measures to promote the coordinated and mutually - reinforcing development of giving priority to education, leading development with talents, innovating industrial development, and achieving high - quality economic development. To carry out the national pilot project on the integration of industry and education, we must adhere to the problem - oriented approach and take the lead in reform, and give full play to the functions of cities as carriers, industries as aggregators, and enterprises as the main players. Provincial governments and pilot cities should closely focus on the innovation of the system and model of the integration of industry and education, mainly focusing on tasks such as improving development plans and resource allocation, promoting reform in talent cultivation, reducing institutional transaction costs, innovating the construction of major platform carriers, and exploring institutional and mechanism innovation. They should comprehensively carry out the pilot project, implement supporting policies, strengthen organization and implementation, and ensure that the pilot objectives are achieved on schedule.
Please submit the list of recommended pilot cities (provincial governments should recommend one pilot city, municipalities directly under the Central Government should recommend one district or a national - level new area as the core pilot area, and cities specifically designated in the state plan should be included in the pilot as a whole) together with the construction plan of the pilot cities, the list of reform issues, and the list of policies to the National Development and Reform Commission and the Ministry of Education by November 20, 2019, for the relevant provinces, autonomous regions, municipalities directly under the Central Government, and cities specifically designated in the state plan that are piloting the construction of the first batch of national cities for the integration of industry and education.
To coordinate the connection between the first and second batches of national pilot projects for the construction of cities for the integration of industry and education and to quickly promote the reform across the country, all localities can, in accordance with the requirements of the "Implementation Plan", independently and simultaneously carry out the construction and cultivation of pilot cities within their provincial - level administrative regions, and earnestly organize and coordinate the implementation of pilot projects for industries and enterprises for the integration of industry and education within their provincial - level administrative regions.
