The 14th Five-Year Plan for the Construction of China (Yunnan) Pilot Free Trade Zone (hereinafter referred to as the Plan) is mainly compiled on the basis of the Overall Plan for China (Yunnan) Pilot Free Trade Zone (Guofa [2019] No. 16) and the 14th Five-Year Plan for National Economic and Social Development of Yunnan Province and the Outline of the Long-term Goals for 2035 (Yun Zhengfa [2021] No. 4) , the planning period is 2021-2025, looking forward to 2035, is based on the new development stage, complete, accurate and comprehensive implementation of the new development concept, the construction of a new development pattern, the construction of a high standard of the basic blueprint and action program of the free trade pilot zone.Chapter I Construction results and development environmentSection I Results of constructionThe role of comprehensively deepening reform and expanding opening up to the outside world has been effectively demonstrated.Continued progress has been made in reform. Since the establishment of the pilot Free Trade Zone in August 2019, pilot reform tasks have been efficiently promoted. 100% of the 106 national pilot reform tasks have formed work plans, 96 tasks have been implemented, and 39 national pioneering institutional innovations have been achieved. Among them, the results of the "Diversified handling mechanism of foreign-related conflicts and disputes in Border areas" have been selected into the fourth batch of "Best Practice Cases" of the national Pilot Free Trade Zone. A number of innovative models such as "one port, multiple channels" nearby supervision, "cross-border direct access, electronic batch" border residents' mutual market settlement were replicated and promoted in the province. Substantial progress has been made in the 260 pilot reform experiences replicated and promoted by the state, and a relatively standardized performance evaluation mechanism for pilot reform results has been formed. Officials and the general public have a growing sense of mission to advance the reform, innovation and development of the pilot free trade zone with high standards, and their enthusiasm for entrepreneurship has never been higher.The economic strength of the zone has been continuously enhanced. By 2020, the number of new market entities in the pilot free trade zone has exceeded 60,000, including 17,874 new enterprises, up 33.85 percent year on year, accounting for 13.2 percent of the province's newly registered enterprises in the same period; The trend of factors gathering has accelerated, further strengthening industrial support and accelerating the development of leading industries; With only 0.03% of the province's land area to complete foreign trade import and export 71.79 billion yuan, an increase of 91.4%, higher than the province's import and export growth rate of 76 percentage points, accounting for 26.8% of the province's foreign trade import and export; Absorb foreign capital 369 million US dollars, an increase of 550%, accounting for 49.3% of the province's absorption of foreign capital; The general public budget revenue was 9.493 billion yuan, up 103.8 percent year-on-year; The gross industrial output value was 31.49 billion yuan, an increase of 25.9 percent year-on-year; The investment in fixed assets was 52.205 billion yuan, up 29.15 percent year-on-year.The business environment continued to improve. We comprehensively promoted the reform of separating licenses and licenses, and significantly reduced institutional transaction costs for enterprises by integrating processes, simplifying procedures, and improving services. Trade facilitation has been greatly improved, and the overall customs clearance time for exports is 0.13 hours, 2.34 hours less than the national average. The first batch of 73 provincial-level administrative powers were delegated to the administrative committees of the three pilot Free Trade zones, effectively promoting the reform of "delegating control of services" in the zones, and further optimizing and improving the business environment. Kunming District explored and implemented a service model of "one-window acceptance, one-netcom operation and one-time completion". The Honghe Area opened the "green channel" for rapid customs clearance of agricultural products at the Hekou and Laojie Port of the China-Vietnam border, and the agricultural products realized immediate arrival, immediate inspection and immediate release. The supervision mode of "first release and then inspection" was adopted for the five imported mineral products, and the reform of "one industry and one license" was first implemented, and "one license allowed operation" was realized. Dehong District implements the customs clearance mode of "one port and multiple channels" and import "two-step declaration", and uses the province's first self-service customs clearance system for border inspection. The three districts have all implemented "Internet plus government services" and established public legal service centers, significantly improving the level of facilitation.Their unique advantages continue to be highlighted. Focusing on the overall development goals and positioning of the pilot free trade zones, we have given full play to the advantages of "border" and "cross-border", taken the lead in innovating border opening up and cross-border management systems, and made changes on the fly in the application of innovation achievements, optimization and promotion of services, effective supervision, smart governance and enhancement of radiant capacity, thus forming a development pattern with distinct characteristics, synergies and complementarities. Kunming area focuses on the development of high-end manufacturing, aviation logistics, digital economy, headquarters economy and other industries, and has achieved new breakthroughs in the industrial development fields of green energy, industrial hemp, biomedicine and general health. The Honghe and Dehong districts have carried out pilot projects for the landing and processing of imported goods in border exchanges, constantly promoted international production capacity cooperation, supported the transformation and upgrading of processing and manufacturing industries, and explored new cross-border business forms along the border and new service management models for foreigners.The linkage has played a continuous role. The horizontal cooperation between provinces, cities and districts and among multiple departments at the same level has been deepened to promote the coordinated development of pilot free trade zones. Cooperation linkage agreements have been signed among the three pilot Free trade zones, and the mechanisms for information sharing, coordination and innovation, and interconnected development have been continuously improved. Kunming National High-tech Industrial Development Zone, Qujing Economic and Technological Development Zone, Dali Economic and Technological Development Zone, Puer National Green Economy Pilot Demonstration Zone, and China Lao Mohan-Boten Economic Cooperation Zone were set up as the first batch of linkage innovation zones in the pilot Free trade Zone to carry out cooperation in planning, layout, industrial development, facility construction, and public services. A development pattern featuring each showing its strengths, complementary functions, superimposed advantages and interconnected innovation has taken shape.On the whole, since the start of the construction of the pilot Free trade zone, a series of tasks have been completed in the overall plan and the implementation plan, but there are still shortcomings and weaknesses in the construction of high standards and high-quality development requirements. First, the foundation for development is weak. There are few export-oriented enterprises in Kunming, and the innovation ability of enterprises needs to be improved; The overall economic scale of Honghe and Dehong districts is small, the internal development momentum is weak, the port infrastructure conditions are poor, and there are many difficulties in connecting and docking outbound channels. Second, the awareness of innovation is not strong enough. There are few ideas and methods to effectively promote innovative development, and to varying degrees, the construction of pilot free trade zones is equivalent to economic development zones, and the consciousness of reform and innovation is not strong, and the courage to venture and try is not enough. Third, the system and mechanism are not perfect. Inadequate empowerment and capacity of pilot free trade zones exist side by side, and the problem of denying access to pilot free trade zones needs to be further solved. Policies for promoting and applying innovation results need to be further improved, and relevant incentive mechanisms need to be put in place. Fourth, the business environment needs to be improved. There are still gaps in the efficiency of customs clearance in the pilot free trade zones in terms of "convenience" and "benefit", and the situation of "convenience" in investment and trade needs to be improved. In addition, the overall small scale of foreign trade, foreign investment and foreign economy has not been fundamentally changed, the threshold for access to trade in services is high, the connection with international rules is not adequate, the supervision method is not sound, and the market-oriented and law-based international business environment needs to be further improved.Section II Development environmentDuring the 14th Five-Year Plan Period, profound changes have taken place in the development environment both at home and abroad, and unprecedented opportunities and challenges have been faced, which is a critical period for promoting the innovative development of pilot free trade zones.In terms of the international situation, the world today is undergoing profound changes unseen in a century. The international environment is becoming increasingly complex, the global COVID-19 pandemic is accelerating its evolution, global industrial and supply chains are being impacted, and the world is entering a superimposed period of re-establishing economic and trade rules, restructuring governance patterns and reshaping competitive advantages. However, peace and development remain the theme of our times, and opening-up and cooperation remain the general trend of The Times. New technologies, industries, business forms and models are emerging in large numbers, and a new round of scientific and technological revolution and industrial transformation is gaining momentum. China calls for a new type of international relations featuring win-win cooperation. The vision of building a community with a shared future for mankind has gained popular support, and international consensus has gradually formed. The China-Asean Free Trade Area has started a new process of upgrading, and ASEAN has become China's largest trading partner. With the signing and implementation of the Regional Comprehensive Economic Partnership (RCEP) and the opening of the China-Laos railway, Yunnan is playing an increasingly prominent role in China's overall national strategy.From the perspective of the domestic situation, the fundamentals of China's long-term economic development have not changed, and Yunnan is still in an important period of strategic opportunities.
