In recent years, the CPC Central Committee has fully implemented the strategy of strengthening China through talent development, made a series of major decisions and arrangements, promoted the construction of a team of highly skilled personnel in the new era, promoted the implementation of the revitalization plan for highly skilled personnel, improved the treatment of skilled workers, introduced the lifelong vocational skills training system, reformed and improved the evaluation system for skilled personnel, introduced the vocational skills hierarchy system, and smooth the career development channel for highly skilled personnel. Continue to strengthen the recognition and incentive of highly skilled talents, and improve the vocational skills competition system with Chinese characteristics... The development of skilled personnel in our country has made significant achievements. At present, the total number of skilled personnel in China exceeds 200 million, including more than 60 million highly skilled personnel, providing important talent support for promoting high-quality development.

The report of the 20th National Congress of the Communist Party of China put forward: "We will accelerate the building of the national strategic talent force, and strive to train more masters, strategic scientists, first-class scientific and technological leaders and innovation teams, young scientific and technological talents, excellent engineers, great craftsmen and highly skilled personnel." By the end of the 14th Five-Year Plan period, the state has set the target of having more than 30% skilled personnel and 1/3 highly skilled personnel. This is an inherent requirement to promote the formation of "human capital dividend" and an urgent need to provide talent impetus for promoting high-quality development.

To cultivate a large number of highly skilled personnel, we must first meet the needs of the new round of scientific and technological revolution and industrial transformation, and strengthen the training of skilled personnel by focusing on the development of strategic emerging industries, future industries, green industries, and the transformation and upgrading of traditional industries. We will implement the Skills-strong Enterprise Initiative and the skills-based project for manufacturing, and cultivate highly skilled personnel who will lead industrial development in the fields of advanced manufacturing, modern service, and health care services.

To cultivate a large number of highly skilled talents, we should follow the law of the growth and development of skilled talents and innovate the training methods of skilled talents. Promote the high-quality and characteristic development of technical education, build a diversified training system, give play to the main role of enterprises, summarize and improve the integration of work and study, the dual system of school and enterprise education, comprehensively promote the new apprenticeship system of enterprises, and promote the integration of talent chain with industrial chain and innovation chain and the open sharing of training resources. Build a number of high-skill talent training bases, skill master studios, skill master homes, and drive the development of skill talents.

To cultivate a large number of highly skilled talents, it is necessary to smooth the development channel of skilled talents. Promote enterprises to independently carry out the evaluation of skill talents, focus on special technicians and chief technicians, fully implement the "new eight-level workers" system, and stimulate the innovation and creativity of skill talents to a greater extent. Relying on the basis of vocational qualifications, vocational skill levels, professional titles and educational framework, expand the diversified growth space of skilled talents.

To cultivate a large number of highly skilled personnel, we must adhere to the principle of respecting labor, knowledge, talent and creativity, and strive to form a good situation in which everyone aspires to become a talent, everyone strives to become a talent, everyone can become a talent, and everyone can make full use of their talents. Improve the treatment level of skilled personnel, give play to the role of skilled personnel salary distribution guidelines, guide enterprises to establish a sound salary distribution system that reflects the incentive orientation of skill value, so that more skilled people and more workers will get more. We will continue to organize the China Skills Award and the selection, commendation and awards of National Technical experts, organize and carry out various vocational skills competitions, and encourage workers, especially young people, to take the road of skills development and skills service to the country.

To comprehensively promote the Chinese-style modernization, the mission of highly skilled personnel is glorious and promising, and they need to fully stimulate the feelings of serving the country, the spirit of struggle, and the vitality of creativity, strive for first-class, and pursue excellence, so that they have ideals and convictions, understand technology and innovation, and dare to bear and speak dedication, so as to achieve a brilliant life in the struggle for national rejuvenation and the construction of a strong country.
